During public comment, resident Robert Portner raised a longstanding concern about a 4‑foot culvert on Fullbright Road that he said is “almost totally plugged” and that the outfall needs cleaning to prevent flooding. Portner said he has tried for three years to get action. County staff said the location is scheduled for evaluation and noted that if the stream is fish‑bearing the county must coordinate with the Department of Ecology and fisheries agencies before in‑stream work.
The board moved and approved the consent agenda and later accepted a motion to recess the Ziply Fiber franchise hearing to April 14. No additional votes to adopt franchise terms or to change culvert management policy were taken at the meeting.
