County reports strong recycling turnout, tornado damage assessments and a July 24 veterans tax-clinic

County staff gave a series of department updates at the meeting. Kyle Swalls reported the county recycling center opened May 1 and recorded more than 100 cars across the first days, with continued high pickup expected as public awareness grows.
Swalls, representing the county's Emergency Management Agency, said the National Weather Service confirmed two tornadoes in the Morrisville State Road area on April 27. Emergency management's damage assessments identified 30 homes affected (28 minor damage, two major); staff reported no injuries and coordinated immediate assistance through the Red Cross for those in need.
On veterans services, the board heard that changes to Indiana property-tax relief for disabled veterans and surviving spouses require some residents to refile. County staff said veterans have from July 2 to Dec. 29 to submit the state form 51186 and that a veterans tax-deduction clinic will be held July 24 from 8:30 a.m. to 3:30 p.m. in the Saddler Room, where the auditor's office and the Veterans Service Office will assist with certifications and paperwork.
The jobs-and-HR committee presented a revised civil-process-server job description that requires Indiana Law Enforcement Academy graduation or hiring a retired certified officer to fill the role; the council approved the updated description to improve field safety and professionalism.
Council members also reviewed circuit-breaker and assessment changes tied to recent state legislation (Senate Enrolled Act 1) and discussed the implications for budgeting and anticipated revenue reductions.
