Committee ratifies emergency purchases to expand Snapfinger treatment capacity; one membrane ratification deferred

DeKalb County's Public Works & Infrastructure committee ratified multiple emergency procurement items intended to increase wet-weather capacity at the Snapfinger Advanced Wastewater Treatment Facility (AWTF) and to mitigate potential consent-decree stipulated penalties.
Staff explained that the Snapfinger basin has a list of capacity-priority sites under regulatory scrutiny and that interim measures are needed to expand conveyance, storage and treatment capacity ahead of larger construction. Four related emergency items were presented: a not-to-exceed $10,989,000 emergency for wet-weather pump/storage conveyance (agenda item 2026-0604), a $32,371,870 emergency to expand membrane capacity and associated plant optimization (agenda item 2026-0606), a roughly $4,277,957 emergency to refurbish phase 3C influent lift station pumps (agenda item 2026-0613), and a $5,360,000 membrane bioreactor item (agenda item 2026-0627) that staff later proposed to reduce by approximately $4.88M because most membranes will be procured through the larger GC contract.
The committee ratified items 0604, 0606 and 0613 by voice vote. For agenda item 0627 (membrane purchase), staff said a necessary 10% prepayment ($550,000) had already been made to secure manufacturing lead time; because the full membrane purchase will be included in the general-contractor scope (the $32M item), staff proposed submitting a substitute to reduce the ratification amount accordingly. Commissioners moved to defer the 0627 ratification for two weeks to allow procurement and contract nuances to be finalized and to present the substitute; the motion carried by voice vote.
Staff framed the emergency work as necessary to reduce regulatory exposure and large stipulated penalties under the county's modified consent decree. The committee's approvals allow the department to proceed with interim conveyance, membrane optimization and pump station rehabilitation while the membrane procurement substitution is finalized for ratification.
