Curtis Boyd, representing City staff, told the council that the application had been reviewed by planning staff and that the documentation on file supported a council decision on the first reading. Council members voiced caution about potential legal exposure and emphasized that approving a first reading would set the process in motion toward city control of the property and subsequent development decisions.
The motion to table was made and seconded; the chair explained that tabling would return the item to a future meeting for further consideration. No final land-use action was taken tonight; the ordinance will return to the council when additional information is available.
