District updates board on Woodland junior high and other capital projects; sustainability metric exceeds target

Kelly Freeman of Connect Advisors gave the board a project‑level update on major capital improvements across the district, including Woodland Junior High, John El Colbert Junior High, a parking garage project and Ramy Junior High documents in development.
Woodland Junior High: Freeman said the project is roughly 26% complete and remains on schedule for an anticipated opening in fall 2027; photos and construction details were shared with trustees. He noted CLT framing, storm drainage work and installation of retaining walls and said the design team is coordinating sustainability certification requirements.
Sustainability and progress: "One of the requirements for our sustainability certifications is that we manage our solid construction waste," Freeman said, adding the project is achieving about a 72% diversion rate from landfill — ahead of the 50% requirement.
Other projects: The parking garage has moved "vertical," with large earthwork and concrete pours completed; John El Colbert and Ramy junior high projects are also progressing through roof decking, MEP rough‑ins and 60% construction document targets, respectively.
Board members asked whether "going to large scale development" on a specific date constituted a final approval; Freeman responded those are construction schedule milestones and avoided political or speculative commentary.
What’s next: Staff will continue to report schedule, budget and sustainability metrics to the board as projects proceed through design and construction milestones.
