The McMinnville Board of Zoning Appeals approved special exceptions that clear the way for a used‑car lot at 710 Sparta Street and a repair/service shop at 702 Sparta Street, and later the Planning Commission gave final plat approval to a four‑lot subdivision on Bonner Street. Board members also approved converting a garage into a mother‑in‑law suite on Arcadia and discussed a preliminary proposal for a three‑lot Kirby Street subdivision.
City staff member Sean explained the Sparta Street parcels are in the C2 commercial zone and recommended approval of both Sparta Street requests with two conditions: that any area used to store or display vehicles be paved, and that trees or fencing be installed where the commercial sites butt up against adjacent R2 residential zoning to provide a buffer. “Part of that is that they would have to pave those areas where the car is going to be stored,” Sean said.
An applicant seeking licenses for both 710 and 702 Sparta Street said they planned to use an existing small building at 710 as an office and to pave areas behind and beside the building for vehicle displays and parking; they said a steel building with three bays is planned for 702 to support repair/service operations. The board moved to approve the 710 request with the staff conditions and later approved the 702 request after a brief public comment from Mary Rodriguez, who identified herself as a business partner at Dan’s Termite Pest Control and said the property owner would obtain a survey. Jerry Williamson was recorded as abstaining on the 702 vote; the motion otherwise carried.
On Arcadia, an applicant sought to convert an existing garage into a small accessory dwelling (a mother‑in‑law suite) that is just inside the city limits and served by septic. Commissioners and staff said the renovation met zoning requirements for the site but noted that any building permit approval should be contingent on satisfying health‑department/septic requirements if bedroom counts change. The commission approved the special exception for the conversion and advised the applicant to coordinate with permitting and the health department as needed.
At the Planning Commission meeting, Phil presented a final plat to subdivide property at Bonner and Will streets into four residential lots, described as cost‑effective starter homes. Staff reported all lots meet R2 minimums but flagged a required water/sewer easement and utility‑service access notes to be included on the plat; Jonathan Wick and staff confirmed a service pole can be provided for power. The commission approved the final plat with the easement notation.
Commissioners then discussed a preliminary Kirby Street concept in which a developer would combine a flag‑shaped lot and a larger parcel to create a short local roadway and three lots. Staff noted right‑of‑way width requirements and tradeoffs: a curb-and‑gutter street would allow a narrower right‑of‑way while meeting paving and emergency‑access needs; commissioners emphasized stormwater and retention considerations and suggested curb and gutter as a likely condition to reduce water runoff impacts. The exchange produced general support to proceed to a preliminary plat and engineering, not a final approval.
Votes at a glance - Approval to dispense with and adopt Feb. 20 minutes: motion carried (voice vote). - 710 Sparta St (used‑car lot): approved with conditions (paving and buffering); motion carried. - 702 Sparta St (repair/service shop): approved with conditions (paving and screening); motion carried; Jerry Williamson abstained. - Arcadia (garage→mother‑in‑law suite): special exception approved; conditioned on any needed health/septic approvals for building permits. - Bonner Street final plat (four lots): final plat approved with required easement notation for water/sewer and utility access.
What happens next Applicants for the Sparta Street parcels and the Arcadia renovation were told to work with city staff on permits and the specified conditions before commencing work. The Kirby Street concept will require a preliminary plat, engineering and a final plat; commissioners asked that curb-and‑gutter and stormwater controls be considered in those plans.
Reporting: The meetings began as the Board of Zoning Appeals, then the Planning Commission convened; all approvals were taken in public session without appeals or further public hearings recorded in the transcript.
