Garfield secures $2.4 million to replace lead lines on Harrison Avenue; paving and speed bumps planned

The Garfield City Manager and council announced on Feb. 25 that the city has secured roughly $2.4 million in grant funding to replace lead water lines on Harrison Avenue, a project officials said will be followed by a full paving job.
City staff said the overall job is approximately $3 million in scope, with $2.4 million coming from a federal grant. Officials explained that water-main and lead-line replacement must occur before final pavement to avoid ripping up newly paved roadway. The first contract for the lead-line work was awarded at the Feb. 25 meeting and staff said a pre-construction meeting will follow; water-main work is expected to last about four months, with road work then taking roughly two-and-a-half to three months.
Council members also said the paving plans include the placement of speed bumps in specific locations on Harrison Avenue, near the bend and by the water tower, to reduce excessive speed and address community safety concerns raised during public comment.
Deputy Mayor Kevin Kane and other council members described the funding as a substantial savings for local taxpayers and thanked City Manager Aaron Delaney and staff for securing the grant. Officials urged residents to expect construction impacts and said they will provide updates as work is scheduled.
