Several applicants asked the planning board for variances related to poultry houses and setbacks, prompting detailed questions about enforcement, adjoining ownership and whether consolidation or poultry-company requirements are driving larger building footprints.
Mark and Tasha White requested variances for a proposed stack house that could be short of the 300-foot setback in two places (deficits of about 178 feet and 25.7 feet). Staff noted some adjoining parcels lie in Elbert County, complicating enforcement and prompting members to ask whether Madison County must still enforce its setback along parcels that border another county.
Colen and Nicole Bryant sought a variance to replace a poultry house destroyed by an ice storm; the replacement would use an existing pad but the poultry company requires a larger structure (50 by 400 feet versus the previous 40 by 350), producing three setback deficits (182 ft, 143 ft, and 5 ft). Planning staff said two of those deficits encroach on property owned by Commissioner Chandler, who submitted a letter of support for the replacement.
Tyler and Amanda Hall requested rezoning of 151.68 acres from A2 to A1 to build four poultry houses after buying the land earlier this year specifically for poultry operations; staff said access would use an adjoining parcel and that the A1 zone aligns with the comp plan.
Board members and staff repeatedly noted that poultry companies are increasing house footprint requirements and that company-driven expansions are a recurring reason applicants cannot meet setback requirements. One board member asked: "the poultry company on these is it Harrison Poultry perhaps that's was recently acquired by Wayne Sanderson," highlighting concern that corporate consolidation or new company standards may be increasing nonconformity. The board discussed letters of support (Bobby King) and noted at least one neighboring owner provided written support.
The board did not reach final decisions on these applications at the meeting; staff and members signaled that adjacency, cross-county property lines and whether applicants could relocate structures within their parcels would factor into future recommendations.
