Committee previews draft community‑health resolution to boost grants and partnerships

Chair introduced a draft resolution intended to formalize council support for community health and wellness initiatives and to make the city more competitive for partnerships and grants. The document was described repeatedly as a draft and a "brain dump," not a final text, and council members emphasized that the resolution would not by itself commit funding.

Councilmembers and staff said the resolution would serve as a statement of public leadership support that can accompany administrative grant applications. Miss Clear said such a resolution helps when applying for small, time‑sensitive awards; the committee discussed a $1,000 microgrant for "little pantries" and earlier UC Health funding as examples where council support could matter. Members debated whether to include an emergency clause (to signal urgency for grant reviewers) or to set an effective date; several members preferred a standard effective date rather than an emergency clause.

Council also recommended circulating the draft to Community Development and the law director, and considered holding additional committee review before first reading so that administration and other committees can add technical suggestions. The committee did not take a formal vote on the draft at the meeting; members agreed to refine the language and pursue additional committee review ahead of the next council meeting.
