At the May 5 meeting the Hampton County board approved several operational items in a single session of routine business.
Online payments: District staff reported vetting four vendors and recommended Edlio for the district’s web-store and online payments. Edlio’s quoted annual license was reported as $2,970 with no setup cost; the contract would impose transaction fees (reported at 4% plus $0.35 per Visa/Mastercard transaction). The district’s bookkeepers preferred Edlio for bank reconciliation and school-level accounting, and staff recommended the purchaser pay the transaction fees.
Athletic fields: The board authorized staff to issue a request for proposals to maintain athletic fields at the current high school and ESTO campus. The updated RFP requires the vendor to include supplies (fertilizer, seed, sand) in the proposal rather than billing them separately. Board members clarified the district typically runs RFP cycles about every three years while contracts may be renewed annually.
Surplus vehicle sale: Staff reported seven surplus vehicles were posted for sale; the district received a single bid (Owens LLC) for a 1998 AmTran bus. The board voted to accept the bid as presented.
Executive session actions: After a closed session the board approved personnel matters (hiring, termination, resignation and retirement) and authorized the superintendent to proceed with contractual matters for a community-engagement project. Those votes were recorded as passed (transcript: "70").
All three operational votes were approved during the regular meeting; board members asked for continued clarity on contract terms and for staff to report back if negotiations change material terms.
