Rocio Garcia, director of expanded learning and school readiness for Tracy Joint Unified, presented an overview of the district’s expanded learning (ELOP) program on March 24 and urged trustees to support staffing increases to expand access.
Garcia said the district serves 13,471 TK–12 students, of whom 9,862 (73%) are unduplicated — a term the presenter used for students qualifying for extra support such as English learners, socioeconomically disadvantaged students and foster youth. She reported 3,830 students enrolled in after-school programs, with 3,187 actively attending, and said 1,739 unduplicated students are currently served. Garcia noted this leaves roughly 82% of the district’s unduplicated students not yet being served by the expanded learning program, framing that gap as a major area for growth.
To meet demand, Garcia proposed adding coordinators, program specialists and site leads to ensure program quality and consistent staffing across sites. She described program goals as academic support, enrichment, and social-emotional learning, and said partnerships with Boys & Girls Club and San Joaquin County Office of Education help deliver services.
Trustees asked clarifying questions about targeting unduplicated students; Garcia confirmed prioritization of English learners, socioeconomically disadvantaged students and foster youth. Board members praised the work and thanked staff for the program’s progress.
