Staff seeks annexation language after proposing 50/50 road repair split for Sage Creek subdivision

County staff presented details of the Sage Creek subdivision (inside Plain City) and recommended an approach to address wear on a county dead-end road (3600 North) used for construction access.

Gary Meyer, the staff presenter, told commissioners that heavy construction traffic — concrete, lumber and asphalt trucks — during later phases could damage the substandard road. "We will do an assessment of the road at that time to determine what the remaining service life of the asphalt is, at which point any improvements needing to be done will be split on a 50 50 shared basis between the developer and us," Meyer said, describing the proposed cost-share as a way to avoid placing the entire replacement burden on county taxpayers.

Meyer said he did not have an exact completion date from the developer and noted that he had set a contract termination date of "20 years from when it's sold," acknowledging the choice was somewhat arbitrary. A commissioner raised the prospect that if Plain City annexes the road in the future the county should not remain financially liable. "In the event that this becomes Plain City... that county's off the hook," the presiding commissioner said, asking staff to add clear language reflecting that outcome. Staff agreed to draft clarifying annexation language and return the revised agreement to the commission for review before formal action.

Commissioners did not take a final vote on the subdivision agreement during the work session; they directed staff to provide proposed language and return the item for review.
