Lincoln Park council approves assessor extension, DDA director contract, siren replacement and parade fee waiver

The Lincoln Park City Council approved a series of administrative items and public-safety purchases during its May meeting.
Assessor contract: The council authorized a two-year extension of the assessing-services agreement with Robert Brashear, covering July 1, 2026, through June 30, 2028, at an annual rate of $100,000. The motion was moved and approved by roll call.
Downtown Development Authority: Council approved an employment agreement for Kenneth Martin to serve as executive director of the Lincoln Park Downtown Development Authority and the Lincoln Park Economic Development Corporation, consistent with the DDA Act of 1975 and with governing-body approval.
Waste hauler ownership change: The council consented to a change of control at the equity level of Priority Waste LLC by TPG. Councilmembers asked whether operations or service levels would change; the mayor and staff said no operational changes were expected and encouraged residents to report missed or damaged bins to Priority Waste or city management.
Outdoor warning system: The fire chief recommended replacing two outdated outdoor warning sirens (City Hall and Hoover School) after recent mechanical failures during severe weather. The chief described the current system as increasingly difficult to maintain because replacement parts are scarce and said the recommended equipment (Federal Signal 603 electronic sirens) and remote activation and monitoring software (Commander One) would improve reliability. The equipment cost presented in the meeting was $75,533 with a one-time Commander One setup fee of $1,400 and an annual software/service fee of $1,500. The council approved a sole-source waiver to solicit West Shore Services and authorized funding from the capital improvement program, subject to final determination by the city manager.
Memorial Day parade fees: To reduce financial burden on the VFW Post 552 parade committee, council waived special-event application and cost-recovery fees for the 2026 Memorial Day parade on May 17 and set the special-event end time per municipal code; the motion passed by roll call.

The council then proceeded with department reports and citizen communications and adjourned.
