According to the record, Laura Oswald is helping manage the grant as a pass‑through to the village. The chair explained the village will pay vendors and complete work, then submit substantiation to the state. "There is no frontloaded cash from the county. So the village will pay all of the vendors do all the work. When they've got substantial project completion, they send that packet to the state. The state then sends the county the grant. We then pass the grant on to the village," the chair said. The board approved authorization for the chairman to sign.
The board noted there is no administrative fee for the county and staff said the village bears the up‑front cost and risk until state reimbursement is received.
Next steps: staff will add the grant to Laura Oswald's budget and proceed with pass‑through documentation requested by the board.
