The North College Hill City Council voted unanimously to adopt Resolution 3-2026 authorizing a contract with Rumkey, Inc. for municipal solid-waste collection and single-family recycling services and to suspend second and third readings so the agreement could take effect March 1 as the vendor requested.
City Administrator Miss Dukestein told council Rumkey asked for the earlier effective date so Greater Cincinnati Waterworks could coordinate billing; she said the contract shows only modest changes from the prior agreement, with increases of about $1–$2 primarily on two-, three- and four-family accounts. She confirmed recycling and bulk-item pickup remain part of the contract and pointed to a single-family recycling line showing $5 per month.
Council members asked for clarification on duplicate language about the resolution taking effect “from and after the earliest period allowed by law.” Dukestein said Rumkey requested that wording and that resolutions are typically effective immediately unless law requires otherwise. Members also asked why some customer charges fluctuate; Dukestein said staff would follow up with details by email.
Miss Gaston moved and Miss Chai Chichester seconded both the suspension of readings and adoption. Roll-call votes on both motions were unanimous.
The council’s action clears the way for Rumkey to implement the contract on the date the company requested so billing can be aligned with its third-party billing partner. Council did not provide a breakdown of annual costs to the city; residents were told only that single-family recycling is listed at $5 per month and that multi-unit rates increased slightly.
Next steps: administration will finalize contract logistics with Rumkey and coordinate billing with Greater Cincinnati Waterworks; staff said they would follow up with council members about specific billing questions that were raised during discussion.
