Commission backs rezoning to fold ~9.143 acres into LNR Clear Creek Planned Development (ZON2026-0143)

The Pearland Planning & Zoning Commission voted 6–0 on May 4 to recommend City Council approve zone change ZON2026-0143, an application to rezone roughly 9.143 acres from Spectrum 3 and Spectrum 4 zoning to a Planned Development (PD) amendment that would incorporate the land into the LNR Clear Creek PD as District C.
Staff told commissioners the rezoning would allow the owner to combine the newly purchased 9.136-acre parcel with an adjacent ~16.92 acres already incorporated into the PD, enabling coordinated development under common design standards (building height, setbacks, landscaping). Staff said the proposed District C is consistent with the professional services and industrial future land use designation, that the PD amendment met six of seven approval criteria (one criterion not applicable because it addresses residential PDs), and that utilities are reachable from Kirby Drive but road dedications and improvements for Hooper and Frouge roads may be necessary.
Applicant Muhammad Darwish said the applicant seeks to combine the parcels to facilitate development; the presentation was brief and no public comments were offered. Commissioners asked about timing of road improvements and whether utilities would be extended; staff responded that utilities are available along Kirby Drive and that road improvements would be coordinated with the developer and economic development partners as needed.
Commissioner Haskins moved to recommend approval; Commissioner Como seconded and the motion passed 6–0. The commission’s recommendation will be forwarded to City Council for final action; staff noted potential permitting steps and any required dedications at the subdivision or platting stage.
