Library expansion, parks funding and cannabis education among community asks at Carroll County budget hearing

During the May 6 public hearing on the proposed FY2027 budget, several community leaders urged the county to preserve or increase funding for libraries, parks and outreach programs.
Andrea, who identified herself as executive director of the Carroll County Public Library, thanked commissioners for a proposed 9.5% operating increase, three new staff positions and inclusion of an Eldersburg branch project in the capital plan, and asked the board to keep those investments in the adopted budget. Jordan Bird, president of the Winfield Rec Council, asked for clearer, more equitable management of newly set-aside recreation funds and questioned whether prior SIP allocations had been spent where residents expected.
Rick Glass, owner of the nonprofit Canicares, urged the county to invest a portion of funds into evidence-based cannabis education and public safety outreach following changes in state law (House Bill 797), arguing that education reduces harm and improves public safety. Several speakers called for more county attention to parks and volunteer-run recreation facilities as volunteerism declines.
Commissioners did not change funding at the hearing; the county's final decisions will be made at the scheduled May 21 adoption.
