The commission approved the amended motion 6–0 on May 4 after voting 5–1 to adopt staff-recommended conditions.
Staff described the project as a 6,445-square-foot, 24-hour convenience store with a 16-pump fueling canopy on approximately 7.173 acres in the M1 zoning district. Fuel sales are a permitted use in M1, but the convenience store component triggers the CUP. Staff noted the site's partial location adjacent to Hickory Slough and a mapped 100-year floodway, said 11 notices were mailed to neighbors within 200 feet, and recommended approval with conditions including a shared access easement to adjacent parcels, substantial conformance of the exterior facade to the exhibit renderings, and masonry wrapping for columns supporting the fuel canopy; staff said two additional conditions would be added before the Council packet was finalized.
QuickTrip representatives Harrison Baldwin and Colin Potter presented corporate background, security protocols (including a 24/7 manned service center and multiple external cameras), job creation estimates (an expected 20–25 jobs per store), the company’s "Safe Place" program for at-risk youth, and a new "generation four" store design. Baldwin said QuickTrip aims to be "more than a gas station," highlighting in-store fresh food offerings and neighborhood investment. The presenters also said they would grant an access easement to allow cross-access for adjacent properties.
Commissioners raised questions about market saturation (staff had reported four gas stations within a one-mile radius, 15 within one to two miles, and 20 within two to three miles) and about pedestrian and bicycle accommodations; QuickTrip said the site would include bike racks and outdoor seating. Several commissioners welcomed the company into Pearland and discussed the rationale for masonry-wrapped canopy columns as a design and safety measure.
Procedurally, a motion was made to amend the original motion to include the staff-recommended conditions; the amendments passed 5–1, and the amended CUP recommendation passed 6–0. The commission clarified that the recommendation is forwarded to City Council for final action and that some condition wording will be finalized in the Council packet.
