Board approves Stantech hydrology contract and grounds maintenance RFQ for well project

The Northumberland County School Board on May 4 approved a proposal to advance a well-interconnection project and authorized staff to solicit bids for grounds maintenance with an added herbicide-spraying line item.
Kellen Hardcastle described remaining tasks for the water project, including submission of a groundwater withdrawal permit and site work to interconnect school systems. Hardcastle presented a Stantech proposal for hydrological services totaling $25,328 and said Stantech was selected after outreach to multiple firms; he noted Stantech’s prior work on the division’s water assessments and demand analysis. The board approved the permit/contract motion 4–0.
Hardcastle also requested board approval to issue a request for quotes for grounds maintenance ahead of the current contract’s June expiration. He said the new scope will include herbicide spraying, which previously required an addendum. The board approved issuing the RFQ and the updated contract scope by voice vote.
Staff described ancillary technical work on the project: verifying an existing interconnection line near the old middle school, potentially relocating the chlorination system outside the elementary wellhouse to reduce pipe erosion, and formally abandoning the elementary well (pump removal and concrete fill) once interconnection is complete.
