Board approves special-education annual plan; funding contingent on VDOE award

The Northumberland County School Board unanimously approved the division’s 2026–27 special education annual plan and authorized submission to the Virginia Department of Education.
Jessica Rogers, who presented the plan, said the application is required for federal funding and that final award amounts are contingent on the division’s annual Dec. 1 child count and VDOE calculations. She told the board the division’s implementation plans include superintendent certifications, maintaining individualized education programs (IEPs), and efforts to prevent disproportionate identification of students with disabilities.
Rogers said staff reviewed maintenance-of-effort guidance with VDOE and proposed a conservative 1.7% increase in local estimates. She reported estimated projected totals of $2,300,000 and cited a state calculation figure transcribed in the meeting record; proportionate set-aside amounts for private-school services were listed for program codes 611 and 619 and specific dollar figures were presented during the briefing.
Board members approved the plan so staff can submit the application by the May 8 deadline. Rogers emphasized the award will not be final until VDOE issues its calculated allocations and the board will be informed when those figures are certified.
The board also heard that the special-education corrective-action work identified in a recent VDOE review is being addressed through meetings with VDOE and internal documentation updates.
