Board tightens contracting authority to curb outsourcing and improve procurement oversight

The Oakland Unified School District board adopted an amendment to board policy 33.12 on Feb. 25 designed to reduce ad-hoc contracting and increase oversight of procurements. Directors said the amendment narrows delegation of contract initiation to senior chiefs, strengthens competitive bidding and moves the district toward master contracts for recurring services.
Director Latta, who introduced the item from the Budget & Finance Committee, said the policy change grew from an ad hoc task force on reducing outsourcing. The change will remove language that previously allowed a broader set of staff to begin contract work without earlier board review, a practice members said sometimes led to ratifying contracts after work had already begun.
Board members and staff agreed the policy needs an administrative regulation (AR) that details implementation. The board requested a report back and an AR; staff said an AR could be ready by April. Several public commenters supported the change while urging the board to stop the recurring practice of approving contracts after work begins.
The motion was adopted by roll-call vote with the board concluding the policy change will be paired with administrative regulations to ensure consistent implementation across departments.
