Staff from the Department of Infrastructure, Planning & Growth described the change order as largely non‑monetary and said the final contract amount came in roughly $936,000 below the original bid—about 7% under the contract value. Because the project was federal‑aid, county staff explained that the Indiana Department of Transportation (INDOT) will audit the work and the county will receive the county’s share of any recovered funds after that process, which staff said sometimes takes multiple years.
A commissioner asked whether the county would see funds returned within three to four years; staff said the county would recover only its share based on the initial payment percentage and that audits at the state level determine timing. The board approved acceptance of the final inspection and the change order by unanimous roll call.
County staff said the project overall came in under budget; no additional funding or supplemental appropriations were approved at the meeting. INDOT's audit timing and the precise recovery amount were not specified beyond the explanation that reimbursements are handled following state audits.
