BCA says rising caseloads and body‑camera data tax Force Investigations Unit; bill would add agents

Representative Frazier presented House File 4177, a targeted funding request to add two special agents and one criminal intelligence analyst to the Minnesota Bureau of Criminal Apprehension Force Investigations Unit (FIU). The sponsor said the unit’s independence is critical but its capacity has not kept pace with an uptick in referrals and dramatically larger evidence volumes.
Deputy Superintendent Scott Mueller of the BCA told the committee that while FIU staffing was adequate in average years, the last year has been unusually active: the unit now handles more lower‑level serious‑injury force investigations, sexual assault cases involving law enforcement and conflict investigations. He highlighted an operational challenge: average case file sizes have grown from roughly 3–3.5 gigabytes to one–three terabytes because of streaming body‑worn video and other digital sources. "These cases have dramatically grown," he said, and the unit needs capacity to process and investigate them.
Members discussed the agency’s budget priorities and the governor’s process; the BCA said it would welcome legislative support in multiple areas but described the FIU’s current workload spike as the immediate driver for the request. The committee laid HF4177 over.
