Council reviews five‑year CIP, approves budget amendment for Snyder/Keer traffic signal

City staff gave an informational update on the five‑year Capital Improvement Program on Feb. 28, highlighting utility studies, pavement preservation work, grant‑funded projects and capacity improvements tied to development.

The presentation noted major grants either awarded or slated for award: a roughly $6 million detention basin east of Petaluma Hill Road, a multi‑million‑dollar Highway 101 bicycle and pedestrian overcrossing (environmental and design phase budgeted at about $3 million), a $1.3 million state grant for library improvements, Measure M support for downtown walkability ($1.6 million), and Safe Streets/Regional funds (~$800,000) for a demonstration project on Adrien Drive. Staff said that in the last 18 months the council has awarded about $20 million in construction projects and that roughly 81% of those awards have gone to local contractors.

Staff emphasized that many CIP projects are multi‑year efforts and that some federal funding streams currently have administrative uncertainty; many federal grants are reimbursable, meaning the city must spend funds and then request reimbursement.

Action: Council adopted a budget amendment (resolution number referenced in meeting as the funding action) by roll call to supply additional funds for the Snyder/Keer traffic signal project so construction could be awarded. The motion passed unanimously.
