The Sayreville Economic and Redevelopment Agency agreed to publish an RFP for a restaurant and bar on borough-owned River Road property after voting to remove repeated references to a "tiki bar" in the draft materials.
Commissioner Donna urged removing the tiki-bar wording so applicants would not be deterred by a narrow concept: "I think if we just take that out because it gives a certain kind of vision," she said during discussion. Commissioners and staff agreed to broaden the RFP's project vision language to "offer a unique concept that complements the borough's character and waterfront," and to include language such as "indoor and outdoor dining" and "destination quality" rather than specifying a tiki bar.
Why it matters: Staff framed the RFP as part of a broader main-street revitalization strategy to increase foot traffic and enliven the waterfront. The borough will provide the land; developers will be expected to finance construction. Staff described an RFP process emphasizing design, community fit and financial offers rather than a pure high-bidder auction.

Staff said they will work with Kevin (borough communications) to publish on social media and targeted industry channels and noted that paid boosts currently require borough procurement and P-card setup.
The agency voted by roll call to approve the RFP authorization with the edited language; staff said they expect to run a workshop to review returned proposals and then designate a conditional redeveloper if an applicant is selected.
Next steps: Staff will finalize the RFP language, post the solicitation, and then schedule review workshops to evaluate proposals; outreach to associations and possible financial-incentive discussions with NJEDA were recommended.
