Sayreville agency names Woods Landing Energy Storage conditional redeveloper after Jupiter Power briefing

The Sayreville Economic and Redevelopment Agency on Monday voted to designate Woods Landing Energy Storage LLC as the conditional redeveloper for a proposed battery energy storage facility at the former powerhouse site, following a technical briefing from developer Jupiter Power.
Dan Watson, director at Jupiter Power, told commissioners the proposed facility would operate like a large-scale battery that "charges the batteries basically when demand and stress on the electric grid is at its lowest" and "then we will kind of push that energy back into the system when the grid needs it the most." He said the site-level design the company is proposing would produce roughly "200 to 250 megawatts," a capacity comparable to the retired generating plant on the property.
Why it matters: Commissioners and staff framed the project as a low-traffic, high-capacity energy asset that could support the regional grid while generating permanent, limited local jobs. Officials said the facility would create far fewer truck trips than a warehouse development and would be monitored remotely with a small on-site maintenance and security team.
The presentation addressed safety and operations in detail. Watson said the industry subjects large battery systems to module- and container-level fire tests and designs arrays so a fire would be isolated to a single unit if it occurs. "Every unit that's brought into the U.S. and installed in the U.S. now has to show that if you had a fire, if you purposely created a fire, it wouldn't spread," he said, adding Jupiter Power has run trainings with regional fire chiefs and plans ongoing first-responder exercises.
Commissioners probed the site's constraints and approvals required. The company acknowledged parts of the property lie below the state floodplain and said it expects to bring in significant fill in some areas and to build a new project substation to tie into the existing JCP&L facilities on site. Watson said the company will pursue required engineering, environmental and planning-board reviews and expects a community open house near the end of March so residents and emergency responders can ask questions.
The agency's resolution designating Woods Landing Energy Storage LLC as the conditional redeveloper passed by roll call after a motion and second. The vote authorizes continued technical studies and conditions typical of a conditional redevelopment designation; it does not authorize construction. As the resolution notes, final approvals will depend on completion of environmental remediation, engineering reports, site-plan approvals and any required permits.
Next steps: Staff and the developer will complete additional technical studies (including site elevation and floodplain work), produce public information sessions and bring draft redevelopment documentation to the planning board and council for review. The agency also discussed first-responder training programs and said it would work with county and local fire officials to identify equipment or training needs and funding options.
The agency approved the resolution during the same meeting that advanced waterfront RFP work and other redevelopment items.
