Council accepts CDBG-funded water-meter closeout and advances stormwater planning grant work

The Weed City Council accepted closeout deliverables for CDBG-funded infrastructure work and heard progress updates on a stormwater planning effort aimed at recurring flooding on Main Street.
Alicia, project coordinator with Great Northern Services, told the council that the AMR water meter project under the 2020 CDBG cycle purchased 1,815 meters and that approximately 70–75% have been installed; 61 meters were damaged and staff reported installation delays due to parts availability. The CDBG portion for the AMR water meter project was listed in the packet as $27,253.24. She said remote reading capability saves the city about six days of staff time for meter reading and improves access to previously difficult-to-read meters.
Alicia also described a stormwater planning grant (CDBG portion $225,000) to develop plans and specifications and complete NEPA/CEQA environmental review for a project intended to mitigate repetitive flooding areas on Main Street. She reported that initial plans and the primary environmental review are completed, permits largely obtained, Phase 2 environmental work has begun and the project will be ready to apply for construction funding later this year.
Council members asked clarifying questions about outstanding permits and Phase 2 environmental issues; Alicia confirmed a few permits remain and additional environmental work is ongoing. After the public hearing, the council adopted Resolution No. 16-22 accepting the plans, specifications and environmental assessment for the water-improvement project.
