Woodland Park board plans CAXA training, seeks written agreements with Merit Academy

The Woodland Park School District RE-2 board told the public it will host a work session with the Colorado Association of Charter School Authorizers (CAXA) aimed at tightening written contracts and oversight with Merit Academy and other charter relationships.
Board members said the district has relied too often on informal or verbal arrangements and that high turnover on both sides has contributed to disputes. The board asked CAXA to lead a three-hour session covering roles and responsibilities of authorizers vs. staff, contracting, oversight and monitoring, and financial and grant-sharing practices aligned with Colorado law.
Board members asked staff to assemble existing documents — notably the charter agreement and the facilities use agreement — and noted that several other agreements commonly used in charter–district relationships appear to be missing or incomplete, including transportation and purchase-of-services contracts.
The board encouraged the public and Merit Academy representatives to submit questions in advance and said the session is intended to educate the community as well as the board. The district’s new attorney and staff will review existing agreements and work with CAXA to identify policies and contract templates the district should adopt.
Board members described the initiative as part of a broader effort to create stable, transparent arrangements and to reduce recurring disputes over funding and responsibilities.
