The Woodland Park School District RE-2 Board of Education on March 10 voted to approve a settlement covering court fees and costs in Okonnell v. Woodland Park School District, closing a years-long dispute over alleged violations of Colorado’s open-meetings law.
Board members moved, seconded and carried the measure after discussion emphasizing the financial and reputational cost of the litigation. In remarks leading up to the vote, several board members said the case illustrated a breakdown in past governance that they are working to correct.
During the public-comment period, the litigant — identified in board materials as the plaintiff in the Okonnell matter and who addressed the board at the meeting — thanked community supporters and described the personal toll of pursuing the case. She urged continued commitment to transparency and to protecting residents’ right to monitor public meetings.
Board members used the discussion to recount how disputed agenda changes and legal advice contributed to the lawsuit, and said the district’s resources were spent responding to and ultimately resolving the litigation. One member summarized the episode as costly to the district and to community trust, and urged the board to prevent future governance failures through policy updates and oversight.
The motion to approve the settlement passed on a roll-call vote. Board leaders said the district will continue governance and policy work intended to reduce the likelihood of similar open-meetings disputes going forward.
The board adjourned the meeting following approval of the settlement. No further action on this matter was scheduled at the meeting; the district indicated the settlement covers court fees and costs and does not represent a damages award to the litigant.
