The Federated Employees Retirement System and Health Care Trust on Tuesday approved a consolidated mission, vision and set of core values and accepted high-level planning themes to guide staff action plans.
Staff presenters walked trustees through the proposed package, saying the materials reflect months of interviews, surveys and committee input and are intended to be a rolling plan with measurable action plans and periodic refreshes. Trustees ultimately voted to accept the mission, vision and core values as presented and to adopt the planning themes for staff to translate into implementation plans.
The decision followed substantive discussion about wording. Several trustees urged explicit language that emphasizes fiduciary responsibility to plan members. “I do like the word fiduciary because that is fundamental to what we do,” one trustee said, arguing the concept should remain prominent. Other trustees questioned whether the word “innovation” belonged in a vision statement, warning it could be read to encourage risk-taking; one trustee suggested replacing it with a phrase emphasizing “good governance” or “premier” service instead.
Board members also debated whether the word “leading” in the vision implied a priority on awards or top rankings versus risk‑adjusted results and service to members. Staff said the vision language is aspirational and intended to encompass fiduciary excellence, governance and member service, and noted that the governance committee and supporting consultants had contributed to the draft.
After discussion, trustees agreed to proceed with the consolidated statements so staff could quickly build implementable action plans and align resources in the coming months. The board’s adopted planning themes include financial stability, member-centered service and experience, communication and engagement, technology and organizational capacity, governance and effective board dynamics.
Trustees instructed staff to return with detailed action plans and metrics for review and to coordinate any wording changes that might require cross‑board approval with the Police and Fire Board. The vote to approve the mission, vision and core values, and the planning themes, was unanimous.
