EDTA hears Main Street updates, mayor reports from ICSC; approves $500 outreach, appoints Misty Edwards Mat

At its meeting, the Pryor Creek EDTA received a quarterly Main Street report and an economic-development briefing from Mayor Doyle about the recent ICSC Red River conference in San Antonio.

Main Street representatives Bridget and Samantha Williams updated trustees on streetscape plans awaiting Oklahoma Department of Transportation approval, demolition and restoration work on the Graham Community Building, façade-award grants (about $32,500 awarded with nearly $9,000 more anticipated), Earth Day mural and planter projects, and short-term placemaking efforts such as alley cleanup and bench/trash receptacle installations. "It is happening. It just takes some time," Samantha Williams said, describing Main Street's coordination with a construction manager and an advisory committee.

Mayor Doyle summarized two days of ICSC meetings and the city's "five-for-five" outreach strategy to secure retail, restaurant, hospitality, quality-of-life and housing contacts. He said the EDTA budgeted $10,000 for this marketing effort and that the trip cost $3,639. "We spent $3,639," he said, and described follow-up steps including producing branded digital marketing materials, compiling developer-ready data (traffic counts, median income, workforce figures), and pursuing midterm goals such as at least one hospitality project and one multifamily housing development within 10 months.

Trustees approved an EDTA expenditure not to exceed $500 to host a downtown business-owner engagement meeting (refreshments), to be scheduled March 16; the motion passed on a unanimous roll-call vote. The board then considered a resume submitted for Misty Edwards Mat to fill trustee seat number five (term ending 11/30/2030). Misty, present at the meeting, was nominated and the nomination was approved by roll call.

The board authorized the mayor or mayor's delegate to obtain estimates and specifications for concrete work at the Pryor gun range, noting the Cherokee Nation previously donated about $115,000 earmarked for the range; staff were directed to follow bidding requirements and return with bids for formal approval.

During trustee comments, members commended staff work on the packet and meeting format, and announced local developments including the soft opening of Roosters Bar and Grill (an Oklahoma-based chain) expected to open later this week; trustees confirmed the restaurant is within Pryor city limits and that sales tax revenue will apply.

Votes taken at the meeting included approval of minutes (Feb. 9, 2026), authorization of the $500 expenditure, appointment of Misty Edwards Mat to trustee seat #5, and authorization to seek concrete estimates for the gun range. The EDTA asked staff to return with marketing/outreach materials for review at the next meeting.
