Committee approves Passport Labs contract for parking enforcement and court integration

The Committee on Finance approved a resolution recommending a contract award to Passport Labs for parking-enforcement and permitting software, recorded in the agenda as $3,300,000 to the Department of Public Property.
Anthony, a Passport representative calling in from Charlotte, described the system as an integrated platform that handles issuance, payments, owner lookups, permits and court-related workflows. "The whole life cycle of a parking ticket from issuance to delinquency to final payment will flow through Passport," Anthony said, adding that Passport would work to integrate ticket data with the court system provided by Curia so hearing information is available to the court administrator.
Members questioned the transition timeline; Passport said a phased launch with a cutover date and data migration is expected and that a July implementation was realistic. On data and hosting, Anthony said the system is cloud-based on Amazon Web Services and that "you own all the data"; Passport said it will export and migrate data if the city moves to a new vendor.
Councilman Sanchez moved approval and Councilman Graves seconded; the committee voted in favor. Staff and Passport representatives said the contract should supply handheld devices for PEOs and enable richer reporting to inform parking policy decisions.
