City staff preview replacement traffic-camera vendor and pilots for block-the-box and sound

City staff briefed the Committee on Finance on a planned award to a new automated-enforcement vendor, described in the meeting as Vera Mobility, to replace the city’s legacy vendor, Conduit.
A presenting city official said the city ran an RFP after long-running problems and litigation with the previous contractor and that the new vendor will replace aging camera hardware, provide higher uptime requirements and deliver additional services. "We embarked on an RFP process this year and recently awarded through board of contracts to a new company called Vera Mobility," the presenting official said.
Staff said the contract structure includes hardware fees and a per-ticket cost; Crystal Brook, deputy finance director, said the per-ticket cost in the new proposal is substantially lower than the city’s legacy per-ticket fee and that additional services were included. Staff also described small pilot programs for block-the-box enforcement and limited sound-camera pilots; the mayor has committed to installing sound cameras only in wards where councilors sign off.
Members asked about contract length, camera locations and whether existing hardware must be replaced. Staff said the plan calls for replacement of existing cameras and described a 5-year term with five one-year renewals for the proposed contract; staff said the final contract terms remain under negotiation and staff will return for formal approval once negotiations are complete.
No motion was taken on this item at the committee meeting.
