Perry County Council approves transfers, letter of support and begins ordinance amendment to raise jail per-diem

The Perry County Council approved a series of procedural and fiscal items and authorized staff to draft an ordinance amendment changing the county jail per-diem fee.
Agenda and minutes: The council approved the meeting agenda with proposed changes (removal of RJL Solutions and addition of a request from Judge Lucy Boffinet and Chief Probation Officer Brandy Glenn). Minutes from Feb. 9, Feb. 26 and March 5 were approved; members who were not present abstained where noted.
Budget transfers: Council approved transfers moving previously appropriated planning and zoning items from the general fund into a new planning and zoning revenue fund (fund 44911): $810 for board members, $62 for social security, and $275 for office supplies.
Letter of support: The council approved a drafted letter of support for a local water-system project referred to in the meeting materials as "Oprah Candelton water system," which members said would aid the project's grant application.
Per-diem ordinance amendment: The jailer (Ron) requested raising the per-diem the county may charge persons lawfully detained from $30 to the state-recommended $42 per day, citing Indiana Code 35-33-11-3 and the county ordinance references. The council voted to authorize the county attorney to draft an amendment to the existing ordinance to implement the change; the chair said the attorney would prepare the amendment for formal adoption at a future meeting.
Personnel items: Joan Hess's request to advertise and fill a deputy-clerk opening was tabled on the council attorney's advice; a separate request from the judge's office to fill a part-time drug-field-tester position was approved.
Schedule and adjournment: A special council meeting for additional appropriations was announced for Wednesday, April 8 at 11:00 a.m.; the next regular meeting was scheduled for Thursday, April 23 at 5:00 p.m. at the courthouse annex. The council adjourned after a motion by Paul and a second by Corey.
