Temple City Council unanimously approved a resolution on Jan. 21 establishing programs funded by the city’s Year Five Permanent Local Housing Allocation (PLHA) and authorized the city manager to amend PLHA program allocations by up to 50% during the year.
City Manager Brian Cook and a Family Promise representative (referred to in the transcript as Mr G) described the program’s work to help families and individuals who are experiencing or at risk of homelessness. Staff said the Year Five PLHA allocation to Temple City is just over $100,000 (to be included in LA County Development Authority reporting and expended within the FY2027–28 timeframe). Staff recommended preserving the program’s current funding ratio, with the majority assigned to rental and move‑in assistance and a portion for case management.
Family Promise’s progress report (Aug.–Dec.) showed the nonprofit assisted 16 households with rental and move‑in support and provided more than 475 hours of case management. Council members asked whether the PLHA funding is permanent; staff said they believe it is ongoing but will verify. Members also asked whether Measure H (the county homelessness measure) or other county allocations could be used to supplement the program; staff said the city is awaiting implementation guidelines from the county and will bring options back for council consideration.
On the question of what case management covers, staff and Family Promise explained it includes rental counseling, job and financial counseling, and other client supports. The motion to adopt the resolution establishing the PLHA‑funded rental/move‑in assistance and case management programs passed by unanimous roll call (Council Member Man: yes; Council Member Sternquist: yes; Mayor Chavez: yes).
Council asked staff to explore communication strategies to highlight program successes in the community and to consider whether supplemental local or county funding could expand the program in future budget cycles.
