Planning staffer Kelly presented the plan and told the board the town is the applicant. "The town is the applicant on this and it's going to be a site plan amendment for construction of a twotory 3,200 foot employee wellness facility with two residential workforce housing units above," Kelly said, and noted the request is contingent on rezoning a portion of the property from R3 to Village Institutional (SPDC).
