Nags Head rezones municipal parcel, approves wellness center with two workforce-housing units

The Nags Head Board of Commissioners on June 11 approved a package of land-use actions to allow construction of an employee wellness center with two workforce-housing units on the town hall campus.
Planning Director Kelly Wyatt told the board the request would rezone a portion of the municipal complex at 5401 S. Croatan Highway from R-3 (high-density residential) to SPDC Village Institutional to align the entire parcel with existing institutional uses. Wyatt said the planning board unanimously recommended approval.
Wyatt also presented a text amendment to Unified Development Ordinance section 9.36 to expressly permit accessory uses on municipal complexes (meeting rooms, employee fitness facilities and telecommunications facilities) "as accessory to municipal buildings only," language intended to make the wellness facility explicitly allowable on the reclassified parcel.
The board then reviewed a site plan for a two-story, 3,200-square-foot wellness facility to be elevated to 10 feet mean sea level to meet the town's 9-foot local standard. The plan includes two workforce-housing units on the upper level (described in staff materials as two four-bedroom units), 15 additional parking spaces and landscaping that reduces overall lot coverage slightly compared with the existing condition. Wyatt said the combined site serves the town's administrative offices, police and other campus functions, and the site plan complies with lot-coverage, height, parking and landscaping requirements.
"This structure is going to really show a lot of what we're looking for in terms of our residential architectural design," Wyatt said, describing cedar-shake siding, board-and-batten and a wraparound porch.
The planning board recommended approval of the site plan; the commissioners approved the rezoning, the text amendment and the site plan by motion and voice votes during the meeting.
Staff noted the project will require code compliance with the North Carolina Fire Prevention Code and that the health department had approved the plan materials included in the packet. The project is intended to provide employee wellness amenities and housing options to support the town's seasonal and full-time workforce.
