"We are also going to be looking at our park use policies," Andy said, and staff will review the fee schedule, internal permit review processes and staffing needs.
Staff proposed a timeline to complete recommended ordinance and policy changes by the end of the calendar year so new permit requirements and guidance can be available by Jan. 1, 2026. Andy said the town intends to coordinate with frequent event partners (the visitors bureau) and to tighten parade and large-event management where needed.
What happens next: Staff will draft ordinance changes and revised permit procedures, consult affected stakeholders including the visitors bureau, and return to the board for review and approval, targeting November–December for board action and a Jan. 1 effective date for applicants.
