At the March 10 meeting, the Planning Commission heard a request by Richard (Richie) Dicki to rezone an 8.49‑acre property on Highway 119 North from AR1 to AR2 so the tract could be subdivided among heirs. Staff said the proposal was consistent with the future land use map, but that Georgia DPH soil and septic rules and a 60‑foot access easement must be satisfied before a final plat can be approved.
Dicki told the commission he had revised his concept since filing and now intends to create two lots (roughly 2.25 acres and 6.25 acres) rather than three. Staff and commissioners noted that DPH rules commonly require one usable acre of soil per septic system and that a level‑3 soil survey would be required to demonstrate suitability. Commissioners also raised concerns about setting a pattern of AR2 rezonings in the northern county and suggested the applicant consider AR3 (2.5‑acre minimum) as an alternative.
Rather than accept or deny the application, the commission agreed to table the item to the April 14 docket to allow the applicant time to obtain soils/survey data and work with staff on a revised plat and minimum-lot option. The item will return for Commission review after those materials are supplied.
What happens next: Applicant will consult county staff and, if desired, pursue reapplication or revised materials for the April 14 hearing; staff will advise on necessary soil surveys and easement layouts.
