Planning commission backs move to county venues for community meetings, asks for security at county-hosted events

Planning staff presented a proposed revision to Elbert County zoning regulations (ECZR Article 3.B3.A) that would steer required community meetings toward county-managed venues in order to provide better venue control and the potential for security presence. The change was requested by the Board of County Commissioners after several community meetings recently turned "disruptive and aggressive," staff said.
Commissioners discussed the trade-offs of centralizing venues: holding meetings in county buildings or the fairgrounds could facilitate security and AV support but could discourage participation from residents who live more than a 30–45 minute drive from a county facility. Commissioners asked staff whether fire stations and other community buildings would remain available as venues; staff replied that fire stations are currently used and that other community rooms (libraries, churches) are options but size and availability vary.
After discussion, a commissioner moved that the Planning Commission recommend approval of the ECZR revision and append the recommendation that law enforcement or other security be present at county-hosted community meetings; the motion was seconded and taken to a vote. The commission approved the recommendation with one recorded opposition during the voice roll call. Staff will forward the Planning Commission's recommendation to the Board of County Commissioners for action on March 11.
Commissioners asked staff to follow up with the Board to ensure that any venue-change policy includes the practical guarantee of security or deputy presence when county buildings are used.
The commission's recommendation does not itself change county rules; it is advisory to the Board of County Commissioners, which will consider the regulatory change at its next scheduled hearing.
