Commissioners earmarked 1041 permit rules and regulations for battery storage and solar as an immediate rulemaking priority. Commissioner Dallas told the board that addressing 1041s and battery storage was the most urgent regulatory need, saying, "that to me is as far as rules and regs change. To me, that is the priority since we know that we have some that are going to be coming before us."
Commissioner Michael Buck said he had templates for solar and battery storage from other counties and that Lincoln County examples (forwarded by a commissioner) might be close to usable with adjustments. Jennifer Jones and County Attorney Lance Engles agreed to collect two or three sample regulations so the board could combine preferred elements rather than starting from scratch.
Next steps: CDS and the county attorney will assemble sample ordinance language and regulatory frameworks for 1041 permits, solar and battery storage and present those materials at a scheduled work session. The board did not adopt any regulatory text at the Nov. 20 meeting; staff action is limited to preparing examples for future deliberation.
