Cass County commissioners voted to extend the inmate meal contract with Summit Food Services for five years, accepting a proposed annual estimated 5% increase in food costs and a sliding-scale pricing structure tied to inmate population.
Captain Proig told the board that the county has been satisfied with Summit’s service and that the multi-year extension would provide budgeting certainty. “We are recommending that to stay with this company on all things outside of cost. We're wholly satisfied with the service that they're providing,” Captain Proig said.
Staff reported a per-meal cost estimate of $1.99 under the new contract at current headcounts, multiple menu offerings (reported as 11–13 menu variants) to accommodate allergies, medical dietary needs and religious accommodations, and that a dietitian reviews the menus. Commissioners raised whether a fixed 5% escalation was prudent given recent inflation volatility; staff noted contract language allows for adjustments if inflation spikes beyond the estimate and said the county could seek changes before finalizing if desired.
After discussion, the commission approved the extension by roll call and directed staff to proceed with the contract terms and monitoring of costs.
