Council introduces zoning change to raise inclusionary housing requirement from 15% to 20%

The Lambertville City Council introduced an ordinance to amend the city zoning code’s inclusionary overlay provisions, increasing the required share of affordable units from 15% to 20% for both rental and owner‑occupied housing.
City staff said the change aligns the overlay percentages with citywide standards and the planning board will review the amendment at its Dec. 17 meeting. A public hearing on the ordinance is scheduled for the council’s Dec. 18 meeting.
Cindy, who spoke during the introduction, said the overlays were developed in 2017–2019 and the amendment is intended to bring those sections into line with the rest of the city’s zoning. The mayor noted the planning board review and public notice steps will follow the regular permitting process.
The council did not vote on final adoption; the item will return after planning board review and public notice.
