Board approves construction manager for Measure SOS phase one after vendor presentation and reference checks

District staff described a competitive process: three prequalified firms were interviewed after a subsequent RFP; each participated in a 90‑minute interview and presentation. Mr. Ronis summarized the selection process and introduced representatives from the recommended firm.
Tom Schlaggel, Gabrielle Rubio and Greg Miller of Balf Forbatt introduced themselves and described tools and processes the firm would use, including preconstruction estimating, schedule boards and a "Smart Start" onboarding session to align stakeholders, communications and expectations. Schlaggel said he has decades of construction experience; Rubio and Miller emphasized local ties and experience in school projects.
Trustees asked about prior litigation and public records the community had found during independent searches; staff said they had conducted in‑depth reference checks and provided a formal response letter addressing past matters at a separately managed business unit. The board discussed whether that letter and associated reference materials could be made available to the public if legally permissible.
A motion to approve the recommended construction management firm passed by voice vote. Staff said the approved firm will begin working on phase one project planning and that project schedules and community updates would be shared as work proceeds.
