The Minnesota Senate Education Policy Committee on March 9 recommended Senate File 2831, as amended, to the Committee on Taxes. Sponsor Senator Swedzinski offered an author's A1 amendment (changing a date in the bill from 2037 to 2035), which the committee adopted by voice vote before recommending the bill.
Senator Swedzinski said the legislation continues a program that channels sales-tax–related revenue to a foundation sponsored by the Minnesota State High School League to support student activities, reduce activity fees and provide coaching and leadership training. "It sounds like a really, really great program," the sponsor said when describing the law's intent to help schools and students.
Student testifiers Will Cannon (Farmington High School) and Madeline Harvey (Blooming Prairie High School) described how foundation funding helped pay activity fees, support leadership opportunities and enable travel to conferences. Bruce Remy, testifying remotely and identifying himself as the assistant principal and activities director at Selfridge School and president of the Minnesota State High School League Foundation board, described the foundation's grant program and its purpose in reducing fees and funding leadership and health/safety grants for schools.
Committee members asked brief questions; no opposition was recorded. The committee voice-voted to recommend SF 2831, as amended, for referral to the Committee on Taxes.
Next steps: SF 2831 will be considered by the Committee on Taxes.
