Council approves gravity sewer replacement on Highway 41 after city identifies low‑point surcharge risk

City staff reported a low point in a gravity sewer main along Pole Line Road and State Highway 41 that has started to produce surcharge conditions and raises the risk of backups to service laterals. Staff said the line, installed around 2006, showed the problem during recent sewer video inspections and that the solution is to relay approximately 250 feet of pipe to re‑establish grade and restore capacity.
Because work lies adjacent to state highway infrastructure and a traffic signal, staff said the project will require close coordination with the Idaho Transportation Department (ITD), significant traffic control planning and phased work to minimize impacts. Design identified additional nearby work — a blockage in a force main at 12th Avenue and several manhole adjustments to reduce plow impacts — that staff recommended bundling into the same contract for efficiency.
City staff reported bids above the engineer’s estimate but said budget authority exists in the wastewater capital program. Council approved construction award and a construction management services amendment. The city expects to coordinate detours and work windows to avoid holiday weekends and to complete the work this construction season; staff will post schedules and project updates on the city website and social media.
