One council member noted the resolution is not enforceable as written but argued that written policy would signal expectations to board chairs and the town manager's office could coordinate scheduling. Another member asked that the draft explicitly allow the town manager to authorize exceptions where necessary so boards can still function during busy seasons such as budget review.
