Staff told the board that the petitioners, property owners Ernest R. Meeks and Molly Meeks, requested continuation of a three-bedroom, two-bath, 1,188-square-foot modular home placed on a 22-acre agricultural A1 parcel to provide regular monitoring and assistance for Ernest R. Meeks. Staff said the unit is sited at the rear of the property near open farm fields, that a new septic system was installed, and that the structure has not harmed neighboring property values. Staff offered a favorable recommendation with a two-year temporary approval and noted petitioners would need to reapply if the care receiver still requires the unit after two years.
No members of the public spoke in opposition. Following a motion, the board voted to approve the special exception and also approved a separate motion allowing staff to review and process the two-year renewal request in the future.
The approval is conditioned on the petitioner reapplying at the end of the two-year term if the care receiver still requires on-site housing; if not, the modular unit must be removed or the subdivision removed. The board did not record a roll-call vote with individual member tallies in the transcript.
