Council held the required public hearing on ordinance 2025-49 to amend the downtown Tax Increment Reinvestment Zone (TIRZ) project plan and financing. Finance director John O. told council the amendment adds $175,000 of projects: an alley lighting photometric study ($20,000), bike racks ($2,000), trash/recycling receptacles ($18,000), sidewalk capital improvements ($65,000), a planting phase ($20,000), and a $50,000 public-art wayfinding project intended to guide visitors through downtown.
State law requires a public hearing before the council acts; no members of the public signed up to speak on the amendment. Council voted in favor on first reading, with staff noting the projects are intended to respond to recent downtown safety concerns and previous TUR board priorities. The ordinance will return for a second reading at a later meeting.
