The South Dakota House recorded a series of concurrence votes and the Speaker signed a slate of bills in open session Wednesday, moving several measures closer to law.
The Speaker announced gubernatorial approvals earlier in the day and subsequently signed bills in open session as constitutionally required. Signed measures highlighted in the reading included bills on probation conditions that permit courts to require treatment at nonprofit alternative-care programs, the respiratory-care interstate compact, the athletic-trainer licensure compact, and a technical package of public-safety and administrative changes.
On the floor the House concurred in Senate amendments on a range of bills by voice or recorded vote. Notable concurrence actions included:
- House Bill 1220: Concurrence in Senate amendments that allow wholesalers and distributors to make direct sales provided they match age-verification requirements. - House Bill 1038: A bill carried at the request of the Public Utilities Commission to ensure the cost-causing data center pays for PUC contract review rather than taxpayers. - House Bill 1215 and House Bill 1274: Both received concurrence votes after brief remarks from sponsors explaining technical clarifications and minor, enforceability-focused amendments. - House Bill 1320: The House concurred in changes clarifying who may be served when notifying a county commission of an appeal, with the roll reflecting changes that list the auditor and state's attorney as recipients.
The Speaker also signed a list of Senate bills, including measures on publishing the statewide voter registration file, revisions to juvenile-justice transport procedures, anti-SLAPP protections, veterans council provisions, and authorization for a county option gross receipts tax designed to reduce owner-occupied property taxes. A water and wastewater infrastructure appropriation and an act to add licensed child care programs to a community safety-zone definition also were signed.
The concurrence votes were largely procedural and carried by majorities as reported from the clerk; specific roll-call results were shown on the floor for each item when requested. After the signing announcements the House adjourned for the day.
